FEMA Funding Final Public Notice-Kennedy Park Boat Ramp

FINAL PUBLIC NOTICE

The Federal Emergency Management Agency (FEMA) has received the subgrant application for the City of Edgewater’s Kennedy Park boat ramp and floating dock replacement due to damages in Hurricane Matthew (DR-4283-FL PW 00722). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published November 20, 2016 for Hurricane Matthew. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Location of Proposed Work: 103 N. Riverside Drive, Edgewater, Florida 32132 (28.993756, -80.903496)

Floodplain: Project is located in the AE Zone, otherwise known as the area of 1% annual chance for flooding up to the base flood elevation, per Volusia County FIRM Panels # 12127C0685J, dated 9/29/2017.

Proposed Work and Purpose: The City of Edgewater replaced a boat ramp and associated boat dock at George R. Kennedy Memorial Park. This replacement conformed to the pre-disaster design of the boat ramp and dock and was authorized under the Army Corps of Engineers’ Nationwide Permit # 3.

Project Alternatives: FEMA considered the no-action alternative, as is required by Title 44 Code of Federal Regulations Part 9.9 and found that the no-action alternative was not feasible as the boat ramp and dock provide the community with public access to the intracoastal waters for recreational open-space use. Removal or permanent closure of the boat ramp and dock would likely have adverse impacts on the social and economic wellbeing of the community. Alternate locations were not considered as the boat ramp and dock are functionally dependent on their current location.
